WHEN DID LAS VEGAS LEGALIZE CANNABIS?
The legalization of cannabis in Las Vegas, Nevada, has been a journey filled with numerous legislative milestones. The first significant change in law was initiated by the Nevada Medical Marijuana Act. This act, which sought to legalize medical cannabis use, passed with 59% of the vote in 1998 and once again in 2000 with an even larger margin of 65%. The act's repeat victory was necessary as it sought to amend the state constitution. Following the ballot wins, medical use of cannabis was officially legalized in June 2001 with the passage of Assembly Bill 453, which took effect on October 1, 2001.
The Assembly Bill 453 was monumental not just for its role in legalizing medical cannabis but also for its provisions relating to possession. The Bill defelonized the possession of up to one ounce of cannabis, reducing it to a fine-only misdemeanor. Prior to AB 453's passage, Nevada was the only state where the possession of any amount of cannabis constituted a felony. It's noteworthy that two ballot measures to legalize recreational cannabis use—Question 9 in 2002 and the Regulation of Marijuana Initiative (Question 7) in 2006—failed to pass.
The successful legalization of recreational cannabis came with the passing of the Initiative to Regulate and Tax Marijuana (Question 2) on November 8, 2016. Winning with 54% of the vote, it legalized the possession of up to one ounce of cannabis for adults 21 and over, effective January 1, 2017. Moreover, it permitted adults living more than 25 miles from a dispensary to cultivate up to six plants. The first recreational dispensaries in Las Vegas opened on July 1, 2017.
Further advancements in cannabis regulation happened as recently as 2021 when Governor Steve Sisolak signed Assembly Bill 341. This allowed the operation of alcohol-free cannabis consumption lounges, providing adults a venue to purchase and consume cannabis products outside of private homes. While Nuwu Cannabis Marketplace, operated by the Las Vegas Pauite Tribe, was the first cannabis lounge to open in the state in October 2019, no lounges had opened on non-tribal lands by August 2022 due to regulatory delays.
WHAT ARE THE CANNABIS ADVERTISING RULES IN LAS VEGAS?

They cannot depict actual consumption of marijuana, or include any elements that could appeal to children, such as cartoon characters or mascots.
Las Vegas, as a city within Nevada, must follow these state regulations, but it also has its own local ordinances. For instance, Las Vegas city code prohibits mobile billboards for marijuana businesses and any kind of illuminated, moving, or digital off-premise sign advertising marijuana sales.
Finally, it's important to remember that even though cannabis is legal at the state level in Nevada, it is still illegal federally. As a result, businesses face restrictions on advertising through national media outlets or across state lines. This means that despite the rapid growth and acceptance of the cannabis industry in Las Vegas and Nevada as a whole, marketing this product remains a challenging task.
